The NYPD has suspended the officer who was caught on camera punching a handcuffed teenager.
According to the New York Post, the confrontation between the officers and the 16-year-old took place on Monday afternoon. Two other teens, ages, 16 and 17, were also involved:

The plain-clothes officer was seen on the video running up to and slugging one of three teens being cuffed for an assault on a 20-year-old man on Madison Street around 4 p.m., Monday. The victim had been struck with a cane before cops responded and made the arrest.

Sources told the Post that the teenagers were involved in an "ongoing dispute" with the victim. The two 16-year-olds were charged with weapons possession, resisting arrest, gang assault, and obstruction of justice, while the 17-year-old faces charges for gang assault.
The officer has been suspended, and the NYPD's Internal Affairs division is reviewing the incident.
