Angel Rich, a Washington, D.C.–based technology entrepreneur known for her work in financial literacy and fintech, has been sentenced in connection with a fatal 2023 crash in Prince George’s County, Maryland.

On January 20, a judge in Prince George’s County Circuit Court imposed a 10-year prison sentence after a jury convicted Rich of one felony count of negligent manslaughter by vehicle. All but three years of that sentence were suspended, meaning Rich will serve three years in custody, followed by supervised probation after her release.

The conviction stems from an April 29, 2023, collision on MD-450 that resulted in the death of 64-year-old Quinton Francis Jr. Prosecutors said Francis was on his way to work when Rich’s vehicle struck him. He later died from injuries sustained in the crash.

According to court records, investigators determined that Rich had been driving at an excessive speed and had alcohol in her system at the time of the incident. While she faced several additional charges related to manslaughter and impaired driving, those counts did not result in verdicts.

After her July 25, 2025, conviction, Rich was placed on private home detention with electronic monitoring while awaiting sentencing. That arrangement was later revoked.

Court documents show a bench warrant was issued in August 2025 after Rich violated the terms of her monitoring. She was arrested the following month in Virginia with assistance from the U.S. Marshals Service and returned to Prince George’s County custody.

The case moved through a multi-day jury trial overseen by Judge Krystal Quinn Alves, with sentencing postponed multiple times before being finalized this week.

In a statement announcing the sentence, Prince George’s County State’s Attorney Tara Jackson addressed the broader implications of the case while acknowledging the loss suffered by the victim’s family.

“This case should serve as a painful reminder that impaired driving has irreversible consequences,” Jackson said. “Driving under the influence is never worth the risk, and my office remains committed to holding drunk drivers accountable and keeping our roads safe.”

Rich, 39, rose to prominence through ventures focused on financial education and credit-building tools, including apps and partnerships with major institutions. She has also received national and international recognition for her work in fintech and is the author of History of the Black Dollar.
